In Bacolod City, 77 barangay electricians from four key cities in Negros Occidental have taken a major step toward empowerment and safer communities. They successfully completed the first-ever Barangay Electrician Livelihood Training (BELT) held on October 9, 2025, at the Provincial Government Office.
This one-day training wasn’t just another skills program—it was a unique movement designed to elevate local electricians, enhance safety in every household, and open new doors for livelihood opportunities.

Building Skills and Brighter Futures
The success of BELT was made possible by the dedication of electricians from Bacolod City, Bago City, Talisay City, and Silay City. These participants committed their time to learning vital lessons in residential wiring and electrical safety, guided by experts from Negros Power and the Technical Education and Skills Development Authority (TESDA).
The partnership between Negros Power, TESDA, and local barangay leaders made this event possible. Their shared goal? To raise the standard of technical competence among community electricians while helping them secure stable and sustainable income sources.
Assistant Vice President for Customer Care and Marketing Head of Negros Power, Maricel Pe, said it best:
“The BELT program is not just about training. It’s about empowerment. Our barangay electricians are our partners in ensuring that every home and community is safe, well-lit, and future-ready.”
Her words highlight the heart of the project—empowering ordinary workers to make an extraordinary impact on their communities.

The Power of Knowledge and Safety
Electricity powers modern life, and safe electrical work begins with skilled hands. That’s the main message from Engr. Bernard Del Castillo, Chief Operating Officer and Chief Technical Officer of Negros Power.
“Through this training, we are equipping our barangay electricians with the right technical knowledge and standards to ensure that every household connection is safe and compliant,” he said.
BELT doesn’t stop at teaching technical skills—it also builds confidence and a sense of responsibility. Electricians learned how proper installation and safety compliance can prevent accidents, save lives, and create trust among residents who rely on them for safe power connections.
Real Stories, Real Impact
For many participants, the training was more than just a workshop—it was a life-changing opportunity that equipped them with new skills and confidence.
Ramil Dela Cruz from Talisay City shared how the experience gave him new tools and confidence to serve his community better, inspiring others with his personal growth and empowerment.
“We learned new techniques in safe wiring and proper handling of electrical systems. It gives us more confidence to serve our communities and opens doors for more job opportunities.”
John Jolito from Bago City shared that the training made him more aware of his vital role in ensuring public safety.
“We gained a lot of practical knowledge and safety reminders that we can apply immediately. It also made us realize our role in making our communities safe from electrical hazards.”
Meanwhile, Arman Diokno of Bacolod City was grateful for the program’s economic benefits.

These testimonials reflect the deeper goal of the program: transforming electricians into empowered partners for progress.

Lighting the Way Forward
The success of this first training is just the beginning. The second phase of the BELT program is already scheduled for October 29, 2025, in Murcia, bringing the same life-changing opportunity to even more electricians across Negros Occidental.
Negros Power’s commitment goes beyond providing reliable electricity. The company is also investing in human capital—training people who keep communities powered safely and efficiently.
As the program continues to expand, more electricians will gain access to essential skills, certification, and livelihood opportunities. This ensures that Negros communities remain not only well-lit but also well-equipped for the future.
A Brighter Tomorrow for Negros
The Barangay Electrician Livelihood Training is a clear example of how collaboration between the public and private sectors can spark meaningful change. It strengthens communities, promotes safety, and creates new sources of livelihood.
By empowering electricians through programs like BELT, Negros Power, and TESDA, are helping build a safer, smarter, and more sustainable Negros Occidental—one connection at a time.
