Negros Power is making big moves to connect with Bacolod City communities. Through its newly launched “PaKAPe Program,” the company is proactively engaging with barangay officials and residents. This initiative is all about open conversations and working together to address community concerns.
“We believe that open communication is key to addressing the needs of our communities,” shared Engr. Bailey del Castillo, Chief Operations Officer of Negros Power. “Through the PaKAPe Program, we can work together to ensure a reliable and safe electricity service for all.”

BReaD: Using Data to Improve Electrical Services
One of the standout initiatives under the PaKAPe Program is the “BReaD” (Barangay Reassessment Drive). This project is a game-changer in managing electricity services in Bacolod’s barangays.
BReaD collects crucial data about electrical demand, identifies areas that need upgrades or maintenance, and ensures safety standards are met. This information is essential for improving the reliability of electricity in communities.
“This data will be invaluable in identifying areas that need upgrades or maintenance,” explained del Castillo. “It will also support the annual budgeting process by determining the budget required for both electricity usage and the electric service connection applications for all unmetered barangay facilities.”
With a data-driven approach, Negros Power is making sure that resources are allocated efficiently, ensuring sustainable and safe electricity service.

BELT: Training Barangay Electricians for Safer Communities
Safety is a top priority for Negros Power, which is why the company partnered with the Technical Education and Skills Development Authority (TESDA) to launch the “BELT” (Barangay Electrician Livelihood Training) program.
This initiative equips barangay personnel and electricians with essential knowledge and skills to prevent electrical hazards. By enhancing their expertise, barangay electricians can address electrical issues effectively, reducing the risk of accidents and ensuring the safety of their communities.
“This program is crucial for ensuring the safety of our constituents,” said Barangay Captain of Brgy. Taculing, Lady Gles Pallen. “With the knowledge and skills gained through this training, we can better address electrical issues in our barangay and prevent accidents.”
Another significant benefit of BELT is that it streamlines new electrical service applications. With skilled electricians assisting in barangays, the process of securing proper connections to Negros Power becomes faster and more efficient.
Red Zones: Preventing Electrical Hazards in Fire-Prone Areas
Negros Power has also teamed up with the Bureau of Fire Protection (BFP) to launch the “Red Zones” initiative, a crucial program designed to reduce fire risks in vulnerable areas.
This initiative covers 284 fire-prone sitios across 48 barangays in Bacolod City. Residents are informed about electrical hazards and best safety practices through awareness campaigns and educational efforts.

“This initiative is vital for protecting our communities from electrical fires,” stated FSupt. Jenny Mae C. Maisip, a representative from the BFP. “By working together, we can educate residents about electrical safety and reduce the risk of fire incidents.”
With a focus on fire prevention, compliance with electrical regulations, and providing solutions for unmetered households, the Red Zones initiative is a critical step toward making communities safer.
