Negros Electric and Power Corporation Secures Franchise, Promises Improved Power Service
Bacolod City, Negros Occidental – A new era of power distribution is set to begin in Central Negros as President Ferdinand Marcos Jr. has signed into law a franchise granting Negros Electric and Power Corporation (NEPC) the authority to manage and operate the electricity distribution system in the region.
The newly enacted Republic Act No. 12011, which was signed on July 26, 2024, just a day before its automatic lapse into law, is expected to usher in a period of reliable and uninterrupted power supply for over 220,000 consumers in Bacolod, Bago, Talisay, Silay, Murcia, and Don Salvador Benedicto.
A Joint Venture for Better Service
NEPC, a joint venture between Primelectric Holdings Inc. (PHI) and Central Negros Electric Cooperative (CENECO), aims to significantly enhance power distribution and customer service in the region. This partnership brings a substantial investment of over two billion pesos by PHI to acquire CENECO’s power distribution assets, which will lead to improved infrastructure, reduced power outages, and better customer service.
The National Electrification Administration (NEA) has endorsed the partnership, emphasizing the importance of prioritizing loan repayments and employee benefits as outlined in the Collective Bargaining Agreements. Notably, over 200 CENECO employees will be retained by Negros Power, ensuring continuity of service and expertise.
A Five-Year Plan for Infrastructure Improvement
Negros Power President and CEO Roel Castro expressed gratitude for the support of the President, lawmakers, consumers, and local leaders. He underscored the company’s commitment to fulfilling its promises to the public.
To achieve its goal of a robust and reliable power distribution system, Negros Power has outlined a comprehensive five-year rehabilitation and modernization plan. With an initial capital of two billion pesos, the company aims to invest in upgrading infrastructure, such as substations and power lines, and implementing new technologies to reduce the frequency of power outages and improve service reliability.

Next Steps for Negros Power
Before commencing full-scale operations, Negros Power will need to secure a Certificate of Public Convenience and Necessity (CPCN) from the Energy Regulatory Commission (ERC). This final step will officially authorize the company to operate as a regional power distributor.
As the company prepares for its official launch in August, it is undertaking essential preparations, including establishing offices, gathering necessary materials and equipment, and conducting joint preventive maintenance activities with CENECO.
